Dear Committee Chairs and Committee Members:

The Coalition of Fathers and Families NY, Inc. is a not for profit education and advocacy organization working to keep fathers and families together.  In conjunction with this mission we advocate for and represent the 2.5 million non custodial parents in New York State, the majority of which are fathers.  On their behalf we submit this testimony regarding the NYS budget generally in the social services area and specifically the Judiciary budget.

FaFNY has done extensive research on the positive impacts that intact families which have both a mother and father have on the health and welfare of children and absent an intact family the involvement of both the mother and father in a child’s upbringing.

Additionally we have conducted research on the financial impacts that family dissolution is having on the systems which handle these broken families.  Our research tells us that shared parenting, mediation and court restructure would impact the budget by reducing the need for services in the judiciary and in social service providing agencies in state government.

Consistent with our mission of education we submit this testimony for your use in consideration of the budget including the judiciary budget.  We thank you in advance for your considerations and your work to help New Yorkers maintain strong families for the benefit of their children, our communities and society.

Sincerely,

/s/

Mr. James Hays, President,
